In addition to borough agreements, commissioners also signed a waiver and release with the Philadelphia Museum of Art to allow two paintings to be displayed in the library.
At a previous meeting, commissioners said the road bids they received were “well over” what the borough has budgeted and paid for the last five years on average. To find a more cost-efficient solution that fits close to what the borough has budgeted, the borough rejected all of the bids and went out for additional bids. This means some of the roads that were scheduled to be redone sooner may get pushed back.
“This is a rebid because the first round of bids that we got were dramatically higher than our five-year cost average and we didn’t have enough money to cover it,” Commissioner John Moscatelli explained. “We trimmed the scope and went back out.”
The five-year map of roads to be redone has been placed on the borough website. Some of the roads for 2018 include Birdwood Avenue, Hopkins to Windsor; Mount Vernon Avenue to PATCO to Haddon Avenue; Reillywood Avenue, Walnut Street to Spruce Street; and Jefferson Avenue, Overhill Avenue to Warwick Road.
Among three bidders, Asphalt Paving Systems, Charles Marandino LLC and R.E. Pierson Construction, the bid was awarded to Asphalt Paving Systems in the amount of $1,966,700.
“Spending is pretty consistent compared to the last few years,” Moscatelli said. “We are just not getting as many roads done as we expected.”
The borough was aiming to spend $1.8 million a year on roads, according to the last commissioners at the meeting.
The borough is still looking into why the first round of bids came back so high.
“We are trying to stretch every dollar to get as many roads done as possible,” Mayor Neal Rochford said.
Commissioners also found a new way to improve the town by adding two new paintings to be displayed in the library.
“The Philadelphia Museum of Art has offered us two paintings of high quality, and we are going to accept those,” Rochford said.
The commissioners believe the library would be a great place for people to see them and provide for more foot traffic.
